South interferes with the bidding of E/W. Should South's first bid have been a take out double forcing his partner to bid hearts?

S does NOT gave enough points to bid or to
make a TOX!!!! You should have a decent suit and 5 to the 9 is NOT good enough.
To make a TOX, you need 13 points. South hurt his opponents with that bid that
should not be made. Even to overcall you need 8 or more with a 6-card suit and
10/11 to overcall. South had a very clear pass.
